Installer appears on German and not English

I am trying to update to the latest version (1.35.9 to 1.35.21) and the installer is not installing in english. It appears o be German.

I changed it now so, that you can select the language in the beginning.

It was implemented in the newest version, but you can replace your version if you like for free.
