Unavailable device on IP network shows switching status 0/1

The Netlistener OPC-Server is a convenient network watchdog. It provides status data on network devices through SNMP ICMP.

Unavailable device on IP network shows switching status 0/1

I am using OPC - Netlistener v 2.29 on Windows 2008 R2 (64 Bit) plat-form
I am taking the status of ICMP variable 192.168.0.3. If device with this IP address is connected to network, status value is 1. If this device is disconnected then status keeps on switching as 0 and 1, whereas it should be 0 always. I used matrikon explorer as well as Siemens OPC scout to observe the status. Do some one has solution of it?

And is the command line ping all the time saying "no Response" ?

yes the ping command line shows "Request timed out"
OPC settings are as follows: delay is 100, timeout is 1000, sleep is 5 , update cycle of matrikon OPC explorer is 1000 ms

I have tested with Version 2.31 everything works fine. May you try with that one. But I can't remember that I have changed something here.
